Summary Description:

Secures environmental permits for land development, Marcellus Shale or transportation engineering projects. Position includes both field work (wetland delineation) and office work (permit and technical report preparation).

Essential Duties and Responsibilities:

Other duties may be assigned:

  • Secures environmental permits for land development and/or transportation projects, e.g. NPDES permits: Part I, Part II and Stormwater; PA DEP Chapter 102: E & S Plans Permits, and PA DEP Chapter 105:  General and Joint Permits.
  • Performs screening and delineations of wetlands and Waters of the Commonwealth for Marcellus Shale, land development and transportation projects. Completes independent field delineation as well as preparation of required wetland and stream encroachment permits.

  • Performs threatened and endangered species surveys, botanical studies and habitat assessments.

  • Interacts with PA DEP, County Conservation districts, US Army Corps of Engineers and occasionally with HUD and the EPA.

  • Prepares Phase I Environmental Site Assessments (ESA’s)
Language:

Ability to read, analyze, and interpret general business periodical, technical procedures and governmental regulations. 

Ability to write reports, business correspondence, and procedure manuals. 

Ability to effectively present information and respond to questions from groups of managers, clients, and the general public.

Mathematical:

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.

Ability to apply concepts of basic algebra and geometry.

Reasoning:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.

Education/
Experience:

A Bachelor’s Degree and 3-4 years related experience or training; or equivalent combination of education and experience.  Experience should include a solid background knowledge of vegetation native to northeastern and central Pennsylvania and understanding of wetland delineation concepts, environmental regulations and permitting requirements, PennDOT environmental documentation, and a professional knowledge of the principles, methods and techniques for controlling pollution and protecting  the quality of natural resources and the environment.

Anticipated Working Conditions:

Performs this job both in a professional office environment involving computer oriented working conditions and in the field experiencing various types of harsh weather, terrain and noise conditions.
